Thomas E. Lanctot is a principal of William Blair & Company, a Chicago-based investment banking and asset management firm, where he leads the investment banking team that serves the public and nonprofit sectors and advises public, nonprofit and private sector clients on P3 infrastructure concession transactions. Mr. Lanctot also helps manage William Blair & Company’s relationships with several large public employee pension funds. Before joining William Blair & Company, Mr. Lanctot practiced law for 23 years.

During his professional career, Mr. Lanctot has played an active role in innovative P3 financial advisory assignments and financing transactions for state and local governments, airports, educational institutions, convention facilities, museums and cultural institutions, health care providers, housing facilities and public utilities. He led the William Blair teams that advised the City of Chicago in connection with the $1.15 billion long-term concession for the Chicago Metered Parking System and advised the City of Chicago and the Chicago Park District for the $563 million long term concession and lease of the Grant and Millennium Park underground garages. Mr. Lanctot currently is working on several other P3 transactions in the United States.

Mr. Lanctot is a member of the Board of Directors and the Executive Committee of the Big Shoulders Fund, which supports Chicago’s inner-city Catholic schools, a member of the Board of Trustees and the Executive Committee of Illinois Institute of Technology, Secretary and Director of the Chicago Botanic Garden, a Director of the Ruth M. Rothstein CORE Center (a joint venture of Cook County and Rush-Presbyterian – St. Luke’s Medical Center), an advisor to the Governmental Debt Management Committee of the Government Finance Officers Association (GFOA). He has been an instructor or speaker at conferences and seminars related to P3 issues and debt financing.
