He has overall responsibility for the operations of the Authority, which provides financing for capital projects to all colleges and universities in the state. He is a member of the Committee on Governmental Debt Management of the Government Finance Officers Association.

Marcia Maurer was named Chief Financial Officer of Sacramento Regional County Sanitation District and County Sanitation District 1 in February 1999 and has been with the County of Sacramento for more than 20 years. Prior to coming to the Districts in 1996, Marcia served as the Administrative Services Officer for the Probation Department for over five years.

Paul Rosenstiel

Paul Rosenstiel was appointed Deputy Treasurer by State Treasurer Bill Lockyer when the Treasurer took office in January 2007. In that position, he oversees the issuance of debt for the State and represents the Treasurer on several authorities and commissions. Prior to joining the Treasurer’s Office, Mr. Rosenstiel was a public finance investment banker in California from 1983 to 2005.

Brian Thomas is the chief financial officer for the Metropolitan Water District of Southern California. He manages all of the district’s financial programs, including financial and capital planning, risk management, investments, debt management, the annual budget and accounting operations and reporting. He is also responsible for developing and implementing the District’s water rates and charges. Thomas has worked in the power and water business for over twenty years.

David A. Wyss is chief economist at Standard & Poor’s, based in New York. Dr. Wyss joined Data Resources, Inc. in 1979 as Chief European Economist in London, which was acquired by McGraw-Hill. He came back to the United States in 1983 as Chief Financial Economist for DRI/McGraw-Hill, and became chief economist for Standard & Poor’s in 1999.
