Brian Thomas is the chief financial officer for the Metropolitan Water District of Southern California. He manages all of the district’s financial programs, including financial and capital planning, risk management, investments, debt management, the annual budget and accounting operations and reporting. He is also responsible for developing and implementing the District’s water rates and charges. Thomas has worked in the power and water business for over twenty years. He has Bachelor of Science degrees in Biology and Economics from California State Polytechnic University, Pomona and a Masters and Ph.D. in Economics from the University of California, Riverside. He has also participated in a wide range of water policy discussions and negotiations, ranging from the Colorado River to water markets and local conjunctive-use programs. He lectured in economics at California State Polytechnic University, Pomona, California State University, Fullerton, UC Riverside, and Riverside City College. Thomas authored and co-authored numerous articles on water and power planning and finance.
