Mr. Bird represents primarily investment banks, commercial banks, insurance companies and other financial institutions in tax-exempt capital markets transactions. A significant portion of Mr. Bird's practice involves representing banks and other financial institutions that provide interest rate swaps and other derivative and financial products, letters of credit, liquidity facilities and other credit and liquidity enhancement arrangements in both the primary and secondary markets.

Lance Etcheverry manages JPMorgan’s municipal natural gas franchise, providing investment banking services to municipal gas and electric utilities across the United States. He has advised clients on a range of transactions , including natural gas prepayments, new project financings, cash and derivative market restructurings, asset reinvestment strategies and broad strategic opportunities.

Mr. Holmes is currently Lead Energy Trader for Colorado Springs Utilities, responsible for forward electric and natural gas acquisition and scheduling, off system sales, and asset optimization. In addition to his other duties, Mr. Holmes has played a leading role in the development of Springs Utilities’ pending prepaid gas transaction.

Karl H. III is a managing director in Fitch Ratings’ public finance group. He is primarily responsible for managing the Public Power Group, but also participates in credit decisions involving other segments of the public finance and energy marketplace.

Jan McFarland has over 30 years of leadership in government, the public interest and private sector in energy and environmental management. She developed and led the industry backed comprehensive 10-year solar program campaign through the Legislature, the Energy Commission and the Public Utilities Commission, which became the California Solar Initiative.

Mitch Rapaport spent his early career with the Internal Revenue Service in the Office of the Chief Counsel, Legislation and Regulations Division. More recently he was an attorney-advisor in the Department of the Treasury, Office of Tax Policy.
