Jan McFarland has over 30 years of leadership in government, the public interest and private sector in energy and environmental management. She developed and led the industry backed comprehensive 10-year solar program campaign through the Legislature, the Energy Commission and the Public Utilities Commission, which became the California Solar Initiative. She created and pushed through the concept of "ultra clean and low emission" in both SB 1890 and AB 1685 to advance both fuel cells and distributed generation. At U.S. EPA's Office of Air and Radiation, she was instrumental in the adoption of the first national "output based" standards for new power plants, the new source performance standards. She ensured that the western tribes played a key role in the Grand Canyon process as they led the effort for sustainable energy development on the Colorado Plateau that now serves as the foundation for the Western Governor's energy policy. At Skadden, Arps' and as a private consultant, Jan has successfully resolved numerous regulatory issues associated with the development of independent and renewable power across the country, including approval of the first mobile emission reduction credits in the U.S. As co-founder and policy advocate for CEERT, she advanced the first U.S. renewable portfolio standard within the CEC's 1990 electricity planning process.
