David Narefsky, a partner at Mayer Brown LLP, has an extensive practice in public-private partnerships in the Midwest and throughout the United States, specifically the following PPP transactions: Chicago Skyway, Chicago-Midway Airport, Chicago Downtown Parking System and Northwest Parkway Toll Road, with particular responsibility for governmental and regulatory aspects. He is part of the team recently engaged by the Commonwealth of Pennsylvania to advise on options with respect to the Pennsylvania Turnpike. He has also advised with respect to proposed lottery privatizations in Illinois and Indiana. A 1979 graduate of the University of Michigan Law School, he served as Deputy Corporation Counsel for the City of Chicago, where he managed the transactional and commercial legal work of the City, before joining Mayer Brown in 1989. His clients include the Metropolitan Pier & Exposition Authority, the Regional Transportation Authority, the Solid Waste Agency of Northern Cook County and other public agencies in the financing and development of convention center and sport stadium facilities, transportation projects, waste disposal facilities and water systems; as well as the State of Illinois, the Chicago Board of Education, and the City of Chicago in public finance offerings, including acting as bond counsel for the State of Illinois in its landmark $10 billion pension bond financing.
