Mr. Bradshaw has been a investment banker for 26 years. He has senior managed transportation financing for Arizona, Colorado, Indiana and Missouri Departments of Transportation, Montana and Alabama Highway Departments; Dallas Area Rapid Transit Authority; Los Angeles County Transportation Commission and Puerto Rico; New York Metropolitan Transportation Authority Transit Agencies; Sales Tax Programs for Contra Costa County Transportation Authority; Riverside County Transportation Authority, San Bernardino Transportation Authority; Santa Clara County Authority and San Diego Transportation Commission Tom also senior managed turnpike financings for New Jersey, New Hampshire, Florida, Massachusetts, Oklahoma, Texas, Illinois, Kentucky and Harris County/ Houston, Orange County Transportation Corridors Agencies and Puerto Rico.

In 1993, Tom led the banking Team’s successful efforts in the introduction to the capital market of the San Joaquin Hills Transportation Corridor; the first public toll road in California and the first Design Build Highway Project. The transaction was a $1.2 billion senior and junior lien financing. He was also a senior manager for the Eastern $1.5 billion project in 1995 and the 1.6 billion Foothill Projects in 1999. Tom is also involved with Public/Private Transportation Projects in California, Florida, Massachusetts Texas and Virginia. Prior to coming to New York, Tom served as Secretary of Transportation for North Carolina from 1977 to 1981.

He is Past President of the Southeastern Association of State Highway and Transportation Officials, a former Vice President of the American Association of State Highway and Transportation Officials and has served as a member of the Executive Committee Transportation Research Board of National Academy of Sciences. Tom has served on the Board of Consultants of the ENO Transportation Foundation and as a member of the Board of Highway Users Federation. He is a two time President of the American Road and Transportation Builders Association(PPV) Public Private Division and serves on the ARTBA Board He has been active in the development of transportation legislation both on the state and national levels.

Tom served as Chairman of the Transportation Alternatives Group of the Transportation 2020 Program and Chairman of the National Transportation Alliance that led to many of the new flexibilities that were included in the ISTEA and TEA/21 and Safe Tea Lu Legislation He is a former Mayor of the City of Raleigh, a former Chairman of the Triangle J. Council of Governments serving the Raleigh-Durham-Chapel Hill area of North Carolina and a former member of the Board of Directors of the National League of Cities and of the Transportation Committee of the U.S. Conference of Mayors. He is the former Chairman of the North Carolina Environmental Management Commission, the Greater Raleigh Chamber of Commerce, the United Way of Wake County, the North Carolina Citizens for Business and Industry.

He is a former Vice Chairman of the North Carolina Global TransPark Authority and is a member of the Southern Growth Policies Board. He currently serves as a member of the Executive Committee of the Board of the Public School Forum for North Carolina and is a former Chairman. Mr. Bradshaw is a frequent speaker on transportation financing for public and private policy groups, i.e.: American Association of State Highway and Transportation Officials, American Public Transit Association, Institute Transportation Engineers, The, Transportation Engineers, The Design Build Institute, National Association of Regional Councils, American Public Works Association, American Automobile Association, U.S. Conference of Mayors, National League of Cities, U.S. Chamber of Commerce and other transportation organizations.
