Mr. Garrett brings more than 40 years of banking experience during which time he has served as the chief executive officer of four community banks. Previously, he was the founding CEO of Service 1st Bank in Stockton, President and CEO of East County Bank and a founding officer and Chief Credit Officer at Bank of Walnut Creek. In addition to his management experience, Mr. Garrett's extensive background includes commercial, consumer and real estate lending, as well as specialized expertise in leasing, SBA, and accounts receivable finance. He has served as a director and chairman of several community bank associations and as a committee member on the American Bankers Association Federal Government Affairs Committee. He left Rayonier's corporate headquarters (where he was VP, Pulp & Forest Products) in early 1993 to find a more entrepreneurial opportunity back in the Pacific Northwest. He spent three years with Simpson Timber Company managing their Oregon Overlay Division in Portland and, still frustrated with the pace of change in large companies, he left to start his own company with some old friends. His new company, Paneltech International LLC, is a very rapidly-growing (40-50% sales growth per year) company focused on forest products logistics and specialty resins/composites. The company headquarters are located in Hoquiam, WA, about 30 miles from where he was born.

Prior to this post, she spent three years in London, UK developing and delivering a sustainability reporting and engagement strategy focused on investors and NGOs for HSBC Holdings plc, one of the world’s largest banks. During this time, she produced the HSBC Group’s annual sustainability report, recognized as one of the top 50 sustainability reports in the world. Previous roles include consulting and project management, marketing, as well as investment research and trading roles. Marni has an Honours BA in English from the University of Western Ontario and a Post Graduate Certificate in Public Relations from Humber College.

Ms. Rongone has been with the Office of Regional Counsel since 1994, and has handled and supervised many major Superfund cases. A 1983 graduate of Boalt Hall, Ms. Rongone has practiced environmental law for over twenty years, both privately and at EPA. Ms. Rongone is the Region's principal legal contact for Brownfields-related matters, including liability issues and Brownfields grants and loans.

By blending inside negotiation with outside agitation, RAN is pushing banks to shift financing away from coal development and other carbon-intensive projects that contribute heavily to global climate change, and to elicit meaningful emission reduction targets for their operations and investments. Rebecca has been campaigning on environmental sustainability and social justice issues for eleven years and holds a Masters in Community and Regional Planning from the University of British Columbia.
