D.C. Lottery and Charitable Games Control Board

Jay Young is the Chief Operating Officer for the D.C. Lottery and Charitable Games Control Board. His duties include leading the office of the Executive through strategic planning, process improvements, performance management, product development, and all related go-to-market activities. His areas of expertise include information technology, finance, sales and marketing, human resources, and business transactions. Mr. Young is the recipient of the prestigious Powers Award given by the National Association of State and Provincial Lotteries for visionary, paradigm changing lottery executives. He has also received several Performance Awards from the District’s CFO for outstanding financial management contributions. During his tenure, the DC Lottery has utilized his expertise to restructure its workforce, technology, marketing, and vendor relations programs to help the agency reach unprecedented levels of performance in revenue generation ($267M), profit growth (8.5%), and doubled its CAGR (7.3%). The DC Lottery is now #1 in 5 out of 8 product categories in the industry on a per capita basis; top 5 in 3 other product categories. The agency currently transfers over $73M to the District’s General Fund. Mr. Young as also served as a featured speaker and presenter at numerous industry conferences and has provided expert budget and acquisition testimony to the Council for the District of Columbia. His first book entitled “Are You Ineffective? Discovering and Resolving the 202 Sure Signs of Ineffectiveness” will be published in June of 2007.

Previously Mr. Young served as Chief Operating Officer and General Counsel for Proteus, Inc., a District of Columbia based software and wireless application development firm, where he was responsible for strategic planning, business development, financial management, client management, human resources, and negotiating transactions with Wall Street investment bankers. His executive background includes serving as President of the Washington DC Technology Council, Inc., a not-for-profit association of technology companies in the District of Columbia; President of Thor Group Ventures LLC, a capital development and strategic consulting company for information technology companies; and as Regional Executive for MCI Communications Corporation, where his responsibilities included business development, commercial transactions, government affairs, and expert testimony before state and federal institutions.

Mr. Young is a member of the bar in the District of Columbia and the Commonwealth of Virginia. He also is a member of the Rotary Club of Washington, DC, and serves on the Leadership Committee of the Princeton University Class of 1983. He holds an AB in Economics from Princeton University; a JD from the University of California Los Angeles School of Law; and an MS in International Management from the University of Maryland University College, with a concentration in international finance and marketing.
